I stopped MS Messenger from running in the background. I downloaded regmon and checked background processes. I found msmsgs.exe running and opening registry keys. Why is it doing that?
Or open the file "SYSOC.INF" (C:/windows/inf) with the Editor and search for the line msmsgs=msgrocm.dll,OcEntry,msmsgs.inf,hide,7, remove the word "hide" (should read ... msmsgs.inf,,7), now the messenger should be able to be deinstalled over the SOFTWARE Applet, Windows Components)...
PS: Messenger starts not only from the AUTOSTART, but also through IE, Outlook Express, and Outlook, etc...

If you mean Windows Messenger then that can be controlled via Group Policy, I don't know whether the same is possible for MSN Messenger?
Start, Run and enter GPEDIT.MSC
For "per machine" restriction, go to Computer Configuration, Administrative Templates, Windows Components, Windows Messenger. For "per user" restriction, go to User Configuration, Administrative Templates, Windows Components, Windows Messenger.
You can now modify whether it starts initially and/or whether its to run at all.
As has been pointed out other programs like Outlook Express have options to start Messenger, so you should look at the preferences and properties of those.
In either case you can always remove Messenger, change the access permissions or rename the .exe so that it wont run.
