MSExchangeTransport error 7010

I just enabled debuggin level login with the value of 7 and I'm getting lots of these:

Event Source: MSExchangeTransport
Event Category: SMTP Protocol
Event ID: 7010
Date: 5/1/2007
Time: 11:43:17 AM
User: N/A
Computer: server01
Description:
This is an SMTP protocol log for virtual server ID 1, connection #85. The client at "64.20.227.132" sent a "rcpt" command, and the SMTP server responded with "550 5.7.1 Unable to relay for test@mxtoolbox.com ". The full command sent was "rcpt TO: <test@mxtoolbox.com>". This will probably cause the connection to fail.

question:
if I go back and turn the event to 0, would I be ignoring a problem?

what do I do when I see these IP's, report them?

is there any way to stop from getting this?

isn't this somebody tryng to relay on my server?
in other words, isnt this spam?

No. They sent the rcpt command. Nothing more, nothing less. I think you're reading more into than you need to.

rcpt is part of normal SMTP communications.
