The breakdown:

1. 2 Exchange servers - 2000 (Win2k), 2003 (Win2k3)
2. 90% users are on 2000
3. 2000 receives all incoming mail and sends it to all users - inc. those on 2003
4. Installed IMF on 2003 and cannot add MSExchange IMF counter - its missing.

Is it missing b/c the 2000 server is acting as the gateway server and IMF should be installed on a Gateway server? If so, I cannot install IMF on 2000 cause it HAS to be installed on an MSE 2003 server. What else could I be doing wrong? I have tripled checked the configuration and it is correct. Any thoughts?

The IMF counters will only show up on the 2003 computer that you've installed IMF on. The Performence object is called MSExchange Intelligent Message Filter. You might have to reboot before you'll se it.

I think I may have rebooted the server and restarted the SAV services. Could it be that IMF is not on the "gateway" machine or that does not matter? What else could it possibly be?

The counters get installed as part of the IMF install. I can see them on my server just fine. Not sure why else you're not seeing them.
