MSCS will not release physical disk resource

I am currently running Exchange 5.5 Enterprise with SP4 on an NT4.0 (SP6a) Proliant DL380 cluster in active/passive mode. There are 2 RAID sets on the shared disk, Quorum & Logs files on a RAID 1, and the Exchange Data files on a RAID 5. The configuration has developed a problem where you can nolonger failover between nodes because the the failing node will not release the RAID 5 physical disk resource (all other resources have been taken offline ready for the transfer). The only exception is if the failing node is physically switched off (simply stopping the clustered service has no effect)
Can anyone shed some light?
 
The drive is locked by MSCS Quorum. You may redesignate the quorum. We added disks to a Clariion disk subsystem this weekend to replace disks with parity errors, one of which was the Quorum disk. We were able to successfully redesignate the Quorum to the new disk as well as copy data to the other new disks and bring the cluster up. Hope this helps
