MSACCESS.EXE APPLICATION ERROR

I have a small database in a multi-user envirnment. When anyone try's to open Access they get this msg: The instruction at "0x3003fa2f" referenced memory at "0x00000040". The memory could not read.

I can't run repair and compact, I can't do anything.
1. What does all that mean? 2. how can I fix the problem?

System setup:
Op sys Win 2000
Access Ver 2000
Network
# users 200
