MS Proxy 2 and Permissions

Where can I find good porn? Just joking.
Is it possible to block specific machines from accessing specific domains? Example,stop Hotmail from being accessed from a particular machine using proxy 2 assuming that many users can log onto this machine. Other sites should be fully accessible.
