MS photo editor?Office 2000--tga file views in XP?

A year ago, after some trouble and editing the registry, I was able to get MS photo editor to preview and view tga images/files in Windows ME folders. Now I have XP home, and I have MS Photo editor (with Office 2000) as the default viewer with the tga filter in the grphfilter folder, but MS photo editor still will not support tga images. I tried to get the .tga key to look just like the .jpeg key in the registry, but this has not solved the problem. Any ideas? Do I need to install the Office 2000 SR1a pack first?
