MS Outlook XP: New Email, Sig and attachment 1

Morning all;

What I'd like to do is the following in Microsoft Outlook.

1) When I open a new email, have a signature appear (that much I can do.)
2) As that new email is open, have any attachment appear with the new email.

So you would have:
TO: soandso@test.com
FROM: me@test.com

Subject: Test

Attachment: test.txt or any other attachment

Body of text for email


Signature.
 
Create a new message.
Enter the TO: if you want to.
Type the Subject
Type the Body text.
Attach a file

SAVE it and close it, do not send it.
It will be in you Drafts folder.
Go to that folder, select the mail and drag it to you Desktop.
When you want to use it, double-click it, fill in the rest and send it.
You can use that Desktop Message over and over.
