MS Outlook 2000 update question

Running NT workstation 4.0 sp6a

Downloaded the Updated 128-Bit Encryption Provider for
Outlook 2000 SR-1 from MS website. Launched Out128.exe
file and system launches some quick windows (too fast for
me to see what they are) and then nothing. No prompting
for further action or any installation guidelines or
instructions. When I check, Outlook has been updated to
128-bit cipher but Exchcsp.dll not listed as having been
modified since 2001. Exchcsp.dll version listed as
5.5.3151.1 - is the Out128.exe completing the update
properly or is something going wrong?
