MS Installer can't find Cabinet file (error 1311)

While upgrading Norton, I got MS Installer problem can't find the Cabinet file that did exist in the directory indicated. In order to get around the problem I have re-update my Windows 2000 PRO (sp 2), I have gotten the Windows Installer 2.0 (donloaded from MS) and once successfully installed it. But I have gone thru this process more than once and the Installer will not install again because "service exists".

I have subsequently uninstalled my Windows Office SR-1 and SR-2 CD's.

So I currently don't have Windows Office, Don't have Norton Utilities and my MS Installer won't find any Cabinet file (this problem also repeated with an attemp to put Windows Office back on the system).

My tech reps at the office tell me to reformat the disk and start from scratch. Obviously this is not what I want to hear.

Any suggestions, I'm loosing to much sleep trying to get this fixed.

The most likely problem is that the CD-ROM drive is failing to read the CDs. You should try copying the content of the CDs onto the hard-drive and try installing from there.

Another tip, you should empty the temp folder before trying to reinstall the software.
 
You could try a repair reinstall. You may have a hardware problem. I think I'd agree with techs & start again.
