Backup is not installed by default in XP Home. Try this link to install it.

I had the same problem when trying to install an HP tape drive to XP home. I found everything I needed at this site:
I did this a while ago, so I hope the link is still good. Basicly you can install backup from the home CD, like that other link says, but the info I got from Kelly goes a bit deeper, explaining how to make your disaster recovery work as well.
Just thought I'ld toss that in.
