is there iny way to use mpegs in director?

You can use the xtra DirectMedia Xtra, but this xtra is not free.

does this extra get packaged with the cd for distribution? Is there anything for end user to install or is it all on my end?

When you will distribute your CD, you have only to put the registred xtra into the xtra folder and your program will work correctly.

I could understood very well your question in my tread but I think it's the same question that you did here.
