Moving virtual ip in two machines

I have two machines (UnixA, UnixB), each with its own IP address, I have an extra IP address C which I use as virutal IP and I want to move between the two above machines.

when I move the virtual IP address C from A to B it cannot be access from other segment. But can be accessed in the same segment, when I clear the arp in my L3 switch, I can access virtual ip address C thru B or which ever is active.

Note: that I have 2 L3 switch which server's as active redundancy and I am on a VLAN network environment.

How can I map this in my network if i am using 2 L3 switch that has both active routes?

I already try to configure static arp in both L3 switch but to no avail.
