Moving selected item in a list

I have a list that contains work procedures and all have a number field called item no which has code generating the next number. I would like to be able to select a record from this list and click a button and it will move that particular item up 1 or down 1 in the list. Having real trouble with this so any help would be appreciated.
 
How have you set the source of the list? If you are using a query, you will need to have an "order" column that you change when you move up or down, then refresh the listbox. If you are using a comma seperated list you will need to reorder the string and write it back to the list.

The source of the list is coming from a query.
