Mouse over on a link or hot spot??

Create your layer
Create your link(hotspot or text)
Select the link
Choose behaviors
Click add behavior and choose show-hide Layers
Add show for onMouseOver
Add hide for onMouseOut
 
As techman007 says the show hide layer is excellent for this problem I might add that you can apply this behaviour a number of times so different layers can appear in the same spot from rollovers in different parts of the page.
 
Thanks to both of you. Actually, I knew about the show/hide layer, but for some reason I couldn't get it to work for me. After following Techman's steps explicitly, I saw where my error was.
Sometimes, you just need a reminder!!

Here's what I did with it if interested. Mouse over some states like VA or CA.
 
Looks great! Not to be nitpicky, but in your UT list, it is "South Jordan" and not "South Jordon". Chandler
