Mouse location outside of event

Is there a way to move the cursor in code? Is there a way to determine the mouse state outside of the mouse click/move events? Can you turn off the cursor and draw your own?

Use System.Windows.Forms.Cursor.Position to determine the mouse position outside of the events.

I believe that you would use System.Windows.Forms.Cursor.Current to manipulate the picture and position if that is possible.
