Mouse hangs every 3secs

Was working on something on this laptop here and suddenly I noticed the mouse was starting to freeze.

Every 3 seconds, the system halts for 1 second..then repeats.

I didnt change anything, so I am confused as to what is causing this.

Even tried putting in a serial mouse (old laptop) and still does it.

Check Event Viewer for errors, and also look in Task Manager to see if there's a service running which is taking the CPU to 100%...

cpu usage jumps between 0 and 35% every second....
