You mount a temporary filesystem:
mount /dev/devicename /mountpoint
for example mount /dev/fd0135ds18 /mnt
this mounts a floppy disk with a filesystem 3" as drive 0
you would need to unmount it before removing it
For a permanent filesystem:
mkdev fs and fill in the blanks.
suggest that you use man mount & man mkdev for any differences in the version you are using.
