Our website for Mortgage Software was set up with an index page which is the first visible page. Once a user navigates beyond the first page the central point is a home.html page. Is there a problem with this design. Both pages are identical.
 
Your navigation is confusing to a user - someone clicks on a link and gets the same page.
It doesn't look good and makes feel that something is wrong (or the site isn't completely ready).

not is it only cofusing, but it's also pretty ugly & non-intuitive. it's like some science student in 1995 read html guide from cern and optimized the page for ncsa mosaic 0.001 browser. u have to read something about design and usability. please read some book, for example, Jakob Nielsen. (some pointers are availble on his hp).
