The scheduling mechanism in ARCserve is inadequate. There is no easy way to do this.
Basically, schedule a rotation job that starts past midnight on the first of the month. Then, that day, reschedule it for the next month.
You can also play around with exclusions and the calendar view, but right now it is a manual process.
