you can use the MON command at the >MON x with x=tty port you want to watch. They won't know unless they use the >WHO command and that will show them monitor on. If they are in loads working they will have no idea you are watching.
The MON command outputs a line that tells the other TTY they are being monitored - here is a paste of screen text from two TTYs
TTY 10 connected via dialup, just ending a LD32 STAT then being monitored at 23:35. After that TTY 12 did a "SEND ALL" and wrote "Hello". Below this is the input that TTY12 made.
