Is there a tool or some way to monitor client messages in exchange in sbs 2003? I would like to read some users individual e-mail messages. How do large organizations do this? I searching the microsoft site and did note see anything about how it is done.

I would first warn you to be sure you have the backing of managment to do this. Logged in as admin you can use OWA to open other users mailboxes.

Larger oganizations use the Journaling feature to capture incoming and outgoing email. This doubles the required space for your mail stores.

I hope you find this post helpful.

I am the system administrator. I tried logging in from the server as an admin and going to server/exchange/user but it still asks me for the password. Journaling is the only other way to do it and it takes up twice the space? Why would the make something so simple that complicated?

You need to assign rights to the mailboxes to use the owa solution.

Why would the make something so simple that complicated?

Because it shouldn't be simple. Security is a factor here and abuse is a concern.

I hope you find this post helpful.

Most large companies don't "monitor" emails like that.

There should be a written policy in place that dictates what can be done. And a WRITTEN request from management to monitor a SPECIFIC user for SPECIFIC reasons.

Monitoring just because you're the admin is never a good idea.

Journaling is still a valid answer, though.
