monitor won't come on

I have a Micro Star mobo type MS 6382 ver 1 and want to use it if possible.
When powered up the monitor (which works on another system) doesn't come out of standby. PSU voltages seem correct, the processor heatsink gets gently warm and various components on the mobo get normally warm. I have tried changing the AGP graphics card and have also tried a PCI version. I have NO memory in the RAM slots - might that effect the video? I don't want to spend money buying RAM if I'm flogging a dead horse with the mobo.
Any ideas?

I'm pretty sure if you have no ram the computer can't get far enough to show any video.

The answer is "42"
 
See if you can borrow some RAM. It may also be the CMOS battery.
Are you getting any post beeps?
 
I found some ram - no difference!
The battery is new and measures ok.
I have nothing connected to the cluster of pins for the reset, leds, speaker etc. I just short two pins to get things going.

Any other ideas?

Check all the jumpers on the mobo. There may be a BIOS reset jumper that is in the wrong position.
Are you getting any post beeps?
