What hardware are you using ....
With Compaq Hardware if you install the compaq management agents you can configure alerting using Insight Manager that will alert when resources go offline etc etc...
Other hardware vendors may have similar fuctionality

See Technet Article Q260527. I have followed the steps described in the article, but instead of using "Net Send". I use "postie" - (just search for postie.exe on the internet) which sends an email notification, which we also use with Outlook to send out an SMS message.
