monitor flicker

Recently, the IT guys at my office upgraded my PC w/Win2000. Now the monitor "flikers" (as if the screen was vibrating). I have seen this happen when an electical/magneting field comes close too the screen, or maybe in the same outlet, but there is nothing (that I know of) in close proximity. It is more pronounced when text is up than it is w/just the wallpaper.
Any guesses??

make sure your frequency is set to 75 Hz for a CRT and 60Hz for an LCD.
if its a crt, try to degauss

Alternate click on the desktop in the field. Click on Properties/Settings/Advanced/Monitor. The refresh rate can be set from here.
