Modifying rights resets archive bit

Is there a way to prevent Windows from resetting the archive bit after you modify rights on the folder? I recently restructured my data among servers and everytime we tweak the rights I have to put a hold on my incremental backups until I've run a full. Thanks.
 
I don't think so. The reason for this is that the file did in fact change. This way you can restore the files/folder and preserve the security in the event that someone deletes all of the files after you have have made your changes. This is of value if you have a large directory structure.
