Modem - says port is in use

My sister has a IBM and is running windows 95 and was unable to connect to the internet. She went out and purchased a new modem. Installed the modem and when going into the dianostics and clicking on more information a window show up and says port is in use. This modem attached to com4. She was using com1 or com2. How do you find out what is attached to this port? Is there a program running and if so how I do I find the program that is running. How would you fix this problem?
