Modem problem...3com or USR?

I have a no name modem...I've looked up the FCC code, and it's MADE by 3com, but the drivers that came with it are usrobotics...but it installs files w/ 3cm*.* I cannot get the modem (or many others) to work in a windows 98 machine.

I constantly get errors saying the thing is already in use...no dialtone (when I'm sure there should be), and when I set it to dial out w/o a dialtone...it SOUNDS like it's dialing, but it's not...I have currently tried the same type of modem (I have 2)...but neither of them work...could someone help?

(This modem can't have IRQ changed either...which really is bad.)

USR was bought by 3com about 2 years ago. Same modem.
To get it installed correctly, including changing the IRQ if necessary, try these: thread538-58716 Cheers,
