Modem errors while using windows 2000 server

I have an application that searches for the attached modem and uses it to dial out.

I have a modem and telephone line installed. When using Hyperterminal or Dialup connections, I can use the modem to dial a site and connect and log in.

if i try to use the application, it gives me an error. in looking at the event log, the device it finds is a RAS VPN device. Then I get the error that "selected line does not suppport MAKECALL capability."

This application works under NT 4.0

anyone have any ideas?
