Modem Driver not found after boot if modem Off 1

I have a win2k build with all service packs and current patches and have noticed a little quirk of 2k on a couple of machines I have been involved with, regarding the dial up modem.
When the machine is booted and the modem is switched off power-wise, the modem driver fails to load and the modem is not present in device manager. If the modem is switched on and a refresh is done in device manager it finds it without a hitch. Equally, when the modem is on before the machine boots it is found with no problem.
I cant remember this being the case in early 98se builds and wonder if it is a fault in my builds or just a little quirk in 2k

This is what W2k and XP both do. They disable any devices not powered on at boot. I have not found any way around it to date.

What I have done is hooked all my periphials up to a powerboard. That way all my devices are either on or off. When you switch the PC on, they are then all detected.
