modem connects on 2nd dial 1

I have a rockwell modem installed in an hp computer using windows me. The modem never connects on the first time dialing into to compuserve. It goes through all the steps up to checking password and then disconnects. It comes back with server didn;t respond properly. The second time it works fine. This happens every time. I have changed the phone numbers I am dialing and it makes no difference. Any suggestions.
