modem autoconnect

I need to connect two netcomm smartmodems over a dial up line so that if the link is dropped between them , one will dial up the other.
I have them set up so that dropping dtr on one will cause it to redial the other when dtr is re-asserted , but it doesnt redial when the carrier is dropped ??
Any ideas ( using a leased line is not viable )
