Model for E1 and Frame-Relay over IP ?

Hello,

We are looking at a solution to transport several E1 (up to 63) as well as Frame-Relay traffic over IP.
Foreseen application is transport of voice and data services for a mobile operator backbone.
Which Cisco model is best suited for this?
What are the limitation to transport E1 over IP and Frame Relay over IP?
Any hint or shared experience much appreciated.
