Mobile Twinning?

Has anybody had a issue with mobile twinning not working with a PRI. When the phone is called it connects to the phone rings once, then when it tries to dial the cell phone you get dial tone and it shows in call status it is connected.

Not that kinda problems on PRI, what software version are you using?
