I had a problem with it missing - I checked the drive for it and it was ther - but it still didn't work after trying and trying - and it would just shutt off my computer every time I boot up... even in safe mode. I replaced the file and it works fine.......

Sounds like your problem is solved then 
The file may have been corrupted during a system crash is the only think I can think of right off hand as to why it became corrupted. But your up and running now, right?
