misterious 0.0.0.0 owner in wins database

I have 14 wins servers that replicate each with another.
When I select show database in the "Selct Owner" box i see all the server plus a msterious 0.0.0.0 with Higest ID 0.
I have try to stop all the replica delete the entry an the restart the replicas between wins server an after some hours it reappears.
There's someone that can solve this puzzzle?
