Missing VXDMGR32.exe can it be replaced

Can you replace the file vxdmgr32.exe file? I have a user missing the file on a home PC, and needs to replace cannot find on a unit at the office any suggestions.

Virus was my first thought but the use says they do not have one. I will print and have them check.
