Missing Permissions Tab

I have recently changed Exchange 5.5 Servers. After restoring my data everything is working great except this.

When I go to the properties of any of the receipients I no longer have a permissions tab. i have everything else (general, routing, etc) Can anyone offer any advice on this?

Under Exchange Administrator:
Go to Tools. Select Options. Click on the Permission tab.
Check the Show permission page for all objects and Display rights for roles on Permission page box.
