Assuming this is Windows please tell us what version of windows this is. As it may vary a bit.
Again Assuming Windows, when you use the Safely remove wizard you are actually removing entire reader hardware a.k.a E: drive and not just the single card.
For Windows Vista and 7 you can go into the E: drive properties and change its settings to optimize for quick removal so you can just pull out the card.
A PC word article also points to simply removing the card whilst making sure the activity led is off, and no applications may be using it.
Once you are done moving pictures in Picassa you could opt to close Picassa, or simply just make sure the activity led is off, and pull the card. Insert the next on and continue on.
