Missing DLL causing problems in Outlook 2003

The error messages says that it is unable to locate trAthW.dll. I can't seem to find any info on it. Due to this problem I can't send or receive and the error message comes back after clearing it until I close Outlook altogether.
I tried un-installing/re-installing Outlook. I ran Detect and Repair. I used Google and Technet to try to find information on the missing .dll

No luck so far!

Any help would be greatly appreciated!
