I recently was infected by a virus, Norton recognized the virus and quarantined the infected files but could not repair the infected files. I now get an error msg on boot up "Rundll
Error Loading c:\WINDOWS\SYSTEM\ctrplan.dll"

since this is beginning to cause problems I would like to know how to restore this file?? ( I checked and its really not there)

I think it will a dll with a program that starts up at boot check it type MSCONFIG at the run command. Get rid of startup files from there.

Hi, This is most likely a file related to the virus.
As 1stITman said run msconfig and see if its there. and remove it from start up.
If not check the following key for a reference to it and remove it.
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run
