Migration wizard and exmerge - use them interchangably?

I used the migration wizard to backup all mailboxes to *.pst files (to be honest, I thought this was exmerge a the time) and had no issues.

The pst files were all created without issue.

I'm on a new server now, and need to merge these .pst files into the InfoStore.

Can I use exmerge?

The reason I ask is, I can't seem to get it to work using the migration wizard. I run the migration wizard, and select the exch.pkl file that got created in the same folder as the pst files.

I tried it with exmerge, and get this result:
[15:10:40] Error. File 'E:\SHARE\PSTBACKUP\EXCH.001\MMAYS.PST' not found. Cannot merge data into mailbox for user 'Michael Mays' ('MMAYS').
[15:10:40] Errors encountered. Copy process aborted for mailbox 'Michael Mays' ('MMAYS').


Now, I *think* I gave administrator full control over the information store - following instructions on how to do so, perhaps I didn't do it correctly.

As I understand it exmerge shouldn't be terribly difficult - not sure why I'm having problems.

Should I backup the infostore on the OLD server again using exmerge instead of migration wizard?
