Migration or Backup Primary to Copy

I have a question that I feel a little stupid in asking.

What is the difference between migration and backup Storage pool(in our case primary (disk) to copy (tape)?)

I am working on changing my scheduling up and the recommended order of steps I was given is:

Backup clients
Migration
Backup primary to copy
Backup db
Expiration
Reclamation
Start all over again

First - never feel stupid about asking questions. That's why we're here, isn't it?

TSM stores data in primary storage pools. To get data offsite, we perform the "backup stgpool" operation; this copies data from primary storage pools to copy storage pools.

Primary storage pools are linked together in a hierarchical fashion, typically with a random-access disk pool feeding into a sequential pool of some sort, often tape. Migration is the process by which TSM moves data from one primary pool into the next.

There is some good free training material available on the web for TSM. If you're interested I'll post the link.
