migration of 5.5 to 2003 in same site. invalid character issue

When the exchange 5.5 server was first configured the & character was used in the site name. Not only the display but the directory name. According to all documentation i'm reading the migration i was going to do will not work properly.

If i install Exchange 2003 with a new site i would then use the exmerge utility to migrate mailboxes over?

Migration wizard would not allow public folder migration. What is best way to move those over? Can you use PFWizard if different organizational site?
