There is, it's on the CD, you have to do a whole bunch of steps you need to complete prior to installing exchange 2003.
I'm in the process of this now. I have a call into MS for some help as there is some stuff I am not getting. Once I have migrated I promise to post what I encountered during my upgrade.

Commercially, there are plenty...the most expensive and feature-rich is Quest Migration Manager.
Another free way to do it would by using the scripting/batch abilities of ExMerge (see the documentation for ExMerge for more details).
Both methods basically move the mailboxes from your old 5.5 server to a new Exchange 2003 server via PSTs.
