Migrating one domain to another...How?

Hi. A company has 2 separate AD domains and Exchange environments. One in France and the other in Toronto. They are looking to consolidate one of these domains into the other. Both AD domains are Windows 2003 native and Exchange in both is 2003.
What would be the method you would recommend to achieve the consolidation? Would the Active Directory Migration Tool be the best tool to use? What about Exchange - Exmerge?

ADMT will take care of things for you. You'll need to create a 2-way trust between the two forest. Make sure you allow time for propagation.

Thanks 58sniper. What about the Exchange migration? What would you suggest for that?
