Migrating Cookies from NT4WS to XP Pro 1

Let me explain, I work for a bank who have just migrated to XP, we have some old stand alone NT4 workstations that are used for dialup reasons. These machines have multiple users logging into them all of the time but because it's NT4 the cookies are located in one location. I now need to migrate these workstation to XP. I need to migrate the cookies to each users profile. I had thought about migrating the cookies directory to the Default User's profile and then creating the user accounts again (local accounts) but will this work?

Are there any other possible solutions? I had thought about using the FAST Wizard but that's no good because of the multiple users and I believe that USMT is overkill.
