MICS ver 3.0 to 7.0 using upgrade tool

In the past, I have been successful upgrading MICS 3.0 to 6.1 using my old upgrade tool NTAB2569. NOW, going from 6.1 to 7.0, the documentation says I needa different upgrade tool, NT7B80AP. According to the 7.0 documentation, it looks like going from 6.1 to 7.0 simply requires changing the s/w cartridge and flash. Is this newer upgrade kit really needed?
