Is it possible to program an mics 7.1 offline then upload with norstar utilities it to the system

Yes, sssuming you are programming another MICS R7.1 that is identically configured.

This chapter describes the OLP Workbook tool which allows you to enter system programming data offline into Excel worksheets called Workbooks. You then can upload that data to the Norstar system. Workbooks also allow you to acquire all or part of the data from a Norstar system, and then reload just the corrected information back to the system. The Excel-based workbooks use a set of macros as an Off-line programming tool that provides the interaction between the workbooks and the Norstar system.

Like ironhorse has stated, yes you can using the Workbook. It should be part of your NRU software.

I believe there is a issue with time it takes to actually download to system.upto 1:45 on mid sized system
