MICS 6.0 - Able to make outgoing, but not able to answer incoming.

I have a MICS 0x32 6.0sw.
5 lines. Able to make outgoing calls on all 5 lines, but incoming calls act as if noone is on the other end. Just silence. All phones are set to Ring and appear. all lines roll over. Only line 2 is actually working correctly.
Any ideas?

Are the lines by themselves working fine?

Try swapping the line cards and see if that makes a difference.

Try answering the lines at the cable pair, just to eliminate the dt provider.

Problem Solved. I disconnected the Dmarc from the cable plant and phone system and plugged in a regular old telephone. Problem was on Verizon side. Power to 2 cards at a xconn box down the street. (shorted)
